The Watchla Apple watch app is an independent watch app and (aside from initially adding your vehicles) doesn't need its iOS companion app to perform normally. Bluetooth functionality, including Watch Key, will continue to work without internet. Using Bluetooth and Tesla Key functionality is subject to vehicle compatibility.
